    You could use windows movie maker (or Apples one iLife? if you've a mac).

    If you need to do any stills you could put them together in Powerpoint and save as a photo for use in the video.

    DVD slideshow GUI can export your slideshow to AVI (which should be supported by the TV's built-in media player).

    Will a TV loop a file, its not an option I've ever noticed before?

    Depends on the media player in the TV.

    I'm using a WD TV Live box, which can loop one or more files endlessly.
