If it started after the service its possible it got too small a nozzle fitted or hasn't been set up correctly, did you get a service report and print out from his flue gas anyliser ???

is the thermostat on boiler cutting out at set temp is the boiler short cycling
{cutting on and off frequently} or have you noticed
is the heavy oil consumption the reason you had it serviced did u get fga print out
    on service completion

The guy who serviced it took the printout to the landlord, the boiler doesnt cut out at all once its switched on it stays on,i have the stat on the boiler set to 65degrees when i turn the stat down it doesnt switch off until i turn it down to about the 40 degree mark

this means whoever serviced your boiler didnt bother to check the thermostat was
working correctly on your boiler and in my opinion is not very competent fga prinout or not you never leave a boiler without checking on/off operation of stat maybe he did at a very low temp but then fga would not be accurate from your post above your boiler is struggling to get up to temp and as billy pointed out may be grossly downrated
