Import HPI Check - missing V5 and NMR

Just wondering given all the other checks are clear, why a dealer would not get the full lot done? it it a cost issue? Also, give it's a 2011 car and verified 1 owner, the odds of it being clocked are low I guess. Is the V5 just a serviced thing? again, not needed if it's 2011? any advice? cheers.
