Can someone tell me who would be the most appropriate person to discuss the possibilities of building a house on a site. The site has never been properly marked out and is on the banks of a river - really not sure if I need an architect or an engineer of some sort? I know the site would have to be assessed separately by approved assessor re wastewater but just want some pointers where to start...am clueless!

contact a local architect, as you should consider the site from a local development plan perspective first, then site suitability. if the planning side of things is ok and the desk top study suggests the site is not a flood risk or obvious issue with waste treatment, then a site assessment can be carried out by site assessor
