Plumbing question.

    I moved into a house 3 years ago. The house was built in about 1996-97. I have had on several occasions blocked drains , which have caused toilets to back up. This has in particular been the case with the downstairs toilet.

    I have had people in twice to unblock the drains concerned but then bought a set of rods in order to do this myself. I have now come to realise that when the drains are blocked and the downstairs toilet is flushed some water backs up from the plug holes in the basin beside this toilet and the sink in the utility room , which is just on the other side of the wall.

    Am I wrong or is there some building regulation against plumbing a toilet into the same pipes as those used for a sink, basin, bath or shower? If so what can I do about it? Can the builders be fined if they breached building regulations if that breach of regulations has been discovered over 15 years later?

    Obviously there is some other problem which causes the blockage to begin with but if regulations have ben breached and it is not to late to have something done about it knowing this to be the case would be a good start in getting things rectified. At the very least I would like to see the builders fined for that breach.
