Common Area Fence/Barrier

The management company in my estate has just erected fencing around 2 common areas in our estate. One has been built with a access point for people to enter the one near me only has an access point that can only be reached trough private property. The management company will not install an entrance elsewhere. There is now no access for disabled people. Is this legal or acceptable behaviour on behalf of the management company!

Check what is in the planning permission for the site/development.
