    impossible to amend. Referendum necessary no matter what extreme conditions of turmoil exist

    Take it from someone who got tore (and continues to get torn) a new one pn my first post as a new law student (only a year ago)... read it before you ask. Grab a copy of B na E and have a quick scan though the Articles.
