Not sure if this is in the right place, but I couldn't find an obvious place to put it.

My brother has been locked out of his hotmail account (probably because someone tried to hack it, it has happened to me before)
He went through the steps to get back into the account, but the trouble is they ask a lot of information such as "what is a new folder you created" and "list some contacts" and past passwords.
My brother uses the account purely to receive mails, he doesn't have any contacts and never created folders. He hasn't changed his password in years so past passwords are long forgotten.

He just wants to create a new account at this stage but every time he goes to the hotmail site it just tells him he is locked out. Is there any way around this? (He's very set on hotmail/windows live - I have suggested other mail accounts!)
