In the version Eilis Brady gives, All in! All in! is used as a rallying call to announce that the game is over (temporarily): All in! All in! The game is broke up! - the boys had another version: Oo-ah! Oo-ah! All the Gang!
Here's the context that she gives - the game in question is called Relieve-ee-o (perhaps you might remember it)

The more players for this the better. They divide into two teams and a 'Man' is chosen to mind the 'den'. Then it's decided which team will chase and try to capture the other. When a child is captured he is brought back to the 'den'. He must stay there until he is 'relieved'. This is done if one of his own side succeeds in running through the 'den' shouting 'Relieve-ee-o!' All those who are in the 'den', thus relieved, run off again and rejoin their own side. Anyone caught by the 'Man' must remain in the 'den'. The game goes on until all the side are captured. Then it's the turn of those who were chased to do the chasing. During this game if there should be any dispute or if the game is to come to a temporary halt, all those taking part are brought together by someone calling out repeatedly 'All in, all in, the game is broke up!'
