Parking space issue

    I live in quite a new estate in County Dublin. My house is part of a four-house block with two end-of-terrace and two mid-terraced houses (mine). There is no front garden but there is unmarked space for cars in front of the houses.

    Recently (probably due to complaints), the builder marked out proper spaces with paint and, as a result, there are 6 spaces in front of the aforementioned block, although these 6 spaces serve three of the houses as the end-of terrace to the left of me parks further out due to a small green area directly in front of his house. In other words, 6 spaces now for 3 houses. There are no house numbers associated with the spaces.

    When we bought the house we were unofficially told there were 1 and 1/2 spaces per house.

    One of my neighbours sees fit to park his trailer, his SUV and his van (he's a tradesman) in three of the spaces (of 6) and is - as of Saturday - occupying a 4ft place with a skip as he's doing work in his back garden.

    My question is: in a situation like this, what recourse (if any) do we have to prevent him from occupying more than 2 spaces of the six "allocated" by the new marked out car spaces?

    As of this evening, he has dumped a mound of earth that fully covers one parking space and encroaches on another as well as occupying two other with his vehicles. From an environmental perspective, is this something that the council could be contacted about owing to the fact that it is in essence a public road?

    The open 12ft trailer habitually parked in one of the spaces, consistently contains rubble and/or trade waste, glass, wood, etc. Could this be considered a health hazard by the council?

    If so, which section of the council would be most appropriate to contact.

    That's an incredibly selfish neighbour and sounds like an eyesore. Is your estate fairly ew and covered by the Multi unit Development Acts? Did you get any house/estate rules? Do you have a parking licence included with your house purchase? Such a licence or the rules may well preclude the parking of trade or commercial vehicles by residents. Irrespective of whether rules exist or not, your relationship if any with your neighbour will likely define what happens ext. I.e. ask him to stop being a dick.
