vitodens 100-w gas boiler.. struggling

I've recently moved into a 3 bed semi with a vitodens 100-w 26KW gas boiler and a 3 zone heating system (upstairs, downstairs and DHW). With 2 zones on, the boiler has no problem in heating, however when I turn on the upstairs zone, the boiler seem to struggle to keep the downstairs radiators warm. The bottom of these radiators would be lukewarm at best. Any ideas whats wrong ?

    Possibly the system needs balancing.

I would say most likely a balancing issue.

Might also be your circulating pump is needing to be replaced.

Does the pipes for downstairs rads come up from the floors or out of the walls, i.e. a drop down system? Also what is the pump head, i.e. is it a 5m or 6m head pump?

Is it a system boiler or regular boiler (system boiler would have the pump and expansion vessel inside).

Vitodens 100whba/b are a system boiler, and an excelent boiler at that. this is most likely a balancing problem(just like everyone else said).
