Is the last stop on the 145 outbound No. 6000 Kilmacanogue, Rock Valley as per the map on the DB website, or does the bus do the loop across the N11 and people can get off at the inbound terminus (Stop No. 4533 Kilmacanogue, Rock Valley)?

Yes - The Bus Driver will drop you off at the other side when he loops across.

Is there still 3 and 4 buses parked up there at the same time,

I remember a driver having a row with a passenger up there because they demanded to be brought over to the inbound side but there was 2 buses over there already and the driver wouldnt go over because he had no space.

Ignorant passenger then. If there are too many buses on the other side (>=3) they block the exit from the Roundwood road to the N11 so they can't and usually need to leave a spot for an incoming Bus Eireann bus too (so >3). So the bus driver will wait till there is free space. No big deal and does not happen that often.
There is a pedestrian bridge so you are talking about a three minute walk to cross over on foot. No big deal. If it's raining they will let you stay on the bus if you are nice about it.
