UPC home phone - Can i block certain outbound calls?

Hi Folks, Got a bit of bill shock this month from UPC due to some of the kids at home dialing international numbers and directory enquiries (11811, 11850 etc).... Is there any way I can get certain numbers to be blocked when you try to dial them?

As far as I know,

UPC can provide call barring on the line, but they charge €15 to set it up and €3/month thereafter.

There are some handsets out there that provide call barring as a feature.
