Who decides on grants?

    Since the implementation of Susi, who decides on whether or not to award grants, Dublin VEC or your local VEC. If it is Dublin then how can local councils threaten to withhold grants subject to payment of household charge?

    All new applicants apply to SUSI. Those people who are continuing into the next year of their course continue to have their grants awarded by the relevant County Council or VEC.
