Let them know you're eager to gain experience working in retail/waitressing. Mention your skills in lieu of your experience. Give an example of teamwork. Give examples of your communication skills. Have you ever had a job dealing with members of the public? If you have cash handling experience from any job mention it. If you had manual handling training in any job mention it. Write a sentence or two showing interest in and knowledge of their business. Are you willing? a quick learner? with a good work-ethic? Tell them that. Mention an interest in fashion if it's a job in a clothes shop. Mention your availability.

I wouldn't tell them about your lack of experience when handing in your CV. Just keep smiling and be job-presentable.
