    I planted a lot of herbaceous perennials last year and now they are crowding each other, when would be the best time to replant them?

    when they've died back for the winter. get a good rootball for each one, and don't forget that many can probably be split to get more plants.

    Just make sure you have them labeled,that's just in case you forget what was planted where.

    You could get away with splitting and dividing the early flowering perennials now.
