Rear brakes on Hyundai Getz

    I have a Hyundai Getz 1.1 2005 and recently noticed a rubbing sound from the rear of the car. I isolated this to the left rear wheel and took off the wheel and spun the hub by hand. Right enough there is a grab at the drum suggesting that one of the shoes is rubbing but if I tap the drum a few times it frees up, however once I apply the handbrake and I presume the foot brake, it locks again. I took off the drum and cleaned out whatever dust was in there and sprayed some WD 40 into the adjusters but still the same. Nothing seems to be out of place, all springs etc. are attached and in good condition. Any suggestions, is this likely to be a cylinder problem?
