I sent all the necessary documents for learner permit to motor tax office 2 weeks ago (Mullingar). And no reply from them so far. Is it normal? Is September busy period?

Did you not go in and pay the fee in person? I never heard of anyone doing that before.

Oh, AFAIK you have to go in to the tax office in person. With the cert you got for the LP, the fee, two passport photos signed on the back, a form of I.D. and a Birth cert. I cant remember if the birth cert is counted as the form of I.D. or not. Hope it helps.

No you can apply by post, that's how I got my two learner permits! I reckon there is just a delay.
