Loss of Cardiac Allowance for paramedics

According to the irish times, the government is abolishing the cardiac allowance for ambulance service staff.

I know this is an ancient allowance from the time when defibrilators were first introduced but I believe it has since been incorporated into basic pay. How much did this entitle a paramedic to? Is it really €16.35 an hour as claimed in the article? Surely taking so much away is infringing on basic pay?

The Cardiac Allowance of €16.89 is a weekly allowance incorporated into the basic salary. So taking an average of about 55% of your salary now going on taxes and levies you'd see about €8 per week of that. Over the two week pay cheque the ambulance service is now facing another paycut of of over €33 every pay day on their basic salary..
