    Thanks for that tricky, however I'm currently using 'a ruler for windows' which is similar and, though it lacks a feature or two compared to your suggestion, it's free.

    I'm looking for something more powerful than an on screen ruler.

    While it's probably not powerful enough for you, the ruler that comes bundled in with the Firefox Web Developer add-on can be handy.
