Pension Related Contribution question

    I did some contract work in the civil service last year.

    Just under a year later, I've finally gotten my pension related contribution back.

    Unfortunately I only received back under 30% of what I paid in.

    I assumed that I'd get the full amount back as I have no entitlement to a pension.

    Then I thought it might be some sort of emergency tax, but 70% seems a bit steep.

    Can anyone shed light on this please?
