Google Music Wont Sync to my phone

I uploaded my music onto my account in the Google Music cloud.
When I open the Google Music app on my phone the music is not there. I use the refresh option in Menu Settings but it does not work.
In menu I have the 'On Device Only option off. I can only see my songs if I have a Wifi connection. I would have thought the music would copy down so you did not need to stream if you wanted to play your music.
    Any ideas?
My phone is a Samsung Galaxy Nexus.
    Thanks in advance

It only plays over wifi on mobile devices as far as I know.

There is an option to download the music on the PC version.

When you play tracks these most recent will cache onto the phone.
If you want them save on the phone permanently select the track or album by clicking in the corner of icon then select keep on device.
Have you Stream via wifi only selected in settings?

It will stream over data. Try unticking sync in accounts and then rechecking it.
