Gloss Paint

Gloss paint won't dry. have painted metal garage doors and wooden door in gloss paint weeks later still tacky. Removed all paint and now want to start again. Any alternatives to gloss that will work on metal and wood. I've been told there is an industry wide problem with gloss paint thanks to the EU.

Did you use a primer before painting?
