04 BMW 316 Emissions

I had a 04 BMW 316 in for an NCT today which just failed on emissions.
The strange thing is that the Lambda reading was 1.04 when it should be between 0.97 and 1.03. The tester says it is running too lean and that he ran it twice to see if he could get it to pass. He also said there was no exhaust leaks which could cause this.

Any thoughts on what needs to be done? Lambda sensor?

start the car , seal off the tip of the exhaust with your hand and you'll know if there's a hole in the exhaust if you can't hold your hand there for about ten seconds. Likewise, the fumes are escaping somewhere else if u dont feel pressure on your hand. hole in the exhaust generally causes lamdba readings that are out by as little as 0.01
