No flow in shower

Hey all. I have done a search, and not quite answered my question.....
Problem I have is in an apartment, with a combi hot/water storage tank feeding a shower all on the same floor.
When I open the shower unit tap, the pump should kick in, but no. Not even a trickle. Leave it open, lean over and run a tap in the sink and it goes. Turn off the tap and the shower continues to run.
What do we think? Is this an airlock? I need to travel to the apartment (it's rented) so just trying to suss it out before I'm there staring at it & looking confused. Best way to clear a lock? Thought about griping the bath combi tap & running both taps while leaving the shower open but the pump just kicks in and the shower runs at full.....

    Any tips appreciated folks.

It would sound to me that you may have a positive head pump fitted instead of a negative head pump.
Can you post a picture of the pump or a good description with make and some of the id numbers.
