Rechargable batteries get a memory when they are not used properly. This results in only part of the total battery being used and so it runs down very quickly.
The best way to get the longest life from any rechargable battery is to charge it fully, then use it till it has discharged completely and then charge it fully again.
Charging it when it is half full or partially charged causes the problem you descirbe.
I'm not aware of anything that can be done except to replace the battery.
Except for: you can bash the battery with a hammer to knock the electrons out of alingment but this will damage the rest of the battery (casing & contacts) beyond use.

    check whats running in processes,etc
idle Process should be at least 95% on battery, and nothing major running
many hog programs will kill you battery life.
