Handicap splits for scratch cups?

    Just something i've often wondered about and maybe someone here knows the answer.

    When a golfer gets to a handicap of 5 they are a Category one golfer or known as a senior golfer. Yet in scratch cups the senior is usually a cut off of 4. A 5 handicapper remains playing in the junior scratch cups, is there a reason why the limits for senior scratch cups are at 4?

    I realise some clubs allow step down and sometimes a limit of 5 but in general its max h/cap of 4
