can't format sata drive?

    i've just stuck a spare sata drive in my pc,i wan't to put some data on it

    but i can't format it

    i'm getting an error 'windows cannot format this drive,quit any disk utilities that are using this drive etc.


    how do i get around this??

    Format the drive via Disk Management, there you can force format it.

    when i go to control panel and administrative tools it's empty

    i think i may have changed something

    is there a way to navigate to it?

    Start > Run: diskmgmt.msc

    Or right click Computer > Manage > Disk management
