E-commerce only business. Total newbie.

Hello, I hope this is the right section of the forum.
I am considering moving to Ireland in few months but I am a complete newbie about legal and tax stuff. I want to build an E-commerce only business, selling digital files via internet, what are my duties? What should I do exactly to be 100% legal in Ireland?

I know that I don't need to register for VAT if my turnover is below a certain threshold, but digital files are considered services or goods?

Other than this VAT thing, what are the necessary steps I need to take once arrived in Ireland?
