Garda Summons

When a Garda stops you in your vehicle (that is NOT at a checkpoint and stops to check tax, insurance, etc), does this Garda have to be the same Garda who submits for the issuing of a summons? Or can any Garda in the jurisdiction be the Garda who applies for a summons for your court appearance? Thanks in advance!
