Guidance Counselor?

Is there a guidance counselor or something that you can go to to ask for advice and info on how the system works? More specifically, I'm considering deferring a year but I'm not yet sure if I have to or not so I'm wondering if I can defer the year when I'm already a month or two into it. If I defer it now, I know that I can come back the following year and do well as opposed to having to repeat the year and having my marks for the year capped at 40%, who do I talk to about this?

Your programme chair is probably the first port of call. Do you know who that is? If not, which course are you contemplating?

Yeah I know the programme chair, I'll send him an email, thanks. I've already done 3 years, I'll be going into 4th year.
