Im looking to order a few tubes online and am wondering how there measured.

700c x 38c apparently but thin wheels. Is it the same tube for thick and thin wheels?

Also would changing the rear brakes make much of a difference really or is it all down to the pads? Brakes arent as effective as they should be after a months use.

It's probably brake pad wear and you can tighten them up as you probably don't need to change them just yet. You should leave the bike in for it's first service if it's month old and they should look at the brakes for you.
