Hey, so today I was driving in rathmines area, then parked near tesco (the one near rathmines garda station), it was after 19:00 so parking was free, when I got out of car, I noticed a dodgy individual looking and staring at me. Before I parked I was looking for space, he was there for at least 10 minutes (I was looping around looking for spaces closer), then I saw he was checking and looking at cars, he was dressed all in black, had like a reading glasses on, and a very warm hat, well not sure how to explain , in few words: he was standing out from all other people.
So when I got out of car and locked doors he called somebody, he was talking on phone while staring at me, so I double checked parking hours.

I went to tesco, then I came back and saw Dublin city council clampers clamping someones vehicle, when I was looking for space and walking past that car it wasn't there (I am sure of that), literally 7 minutes passed I was coming back and there it was, clampers did their job and this dodgy individual was standing beside clampers, I didn't hear them talking but it looked same as he would call them, and they came so he was standing there talking or pointed at that car.

I am not saying the dude didn't deserve it, he parked on a disabled space on street, but it's just weird how that weird individual was hanging around cars then 7 minutes later the car is clamped already.

    Is such scenario possible?

Are you sure 'he' was a real person? Might have been a DCC android with a live feed back to base.

Did you notice any wires near his ears? Could have been a clamping agent.
