booster pump surging??

i have a booster pump problem it is making a surging noise for a few seconds tnen it stops does it again 4 another fw seconds etc this lasts less than a minute then it stays off it only happens on the cold side of the pump eg if a toilet flushed or cold tap run its def not a leak or a dodgy toilet could it be the pump its…
