    How long do you have to give auction winners before you can report them to ebay for not paying?

    3 days tops

    First thing I do is sending an invoice for ebay purchases.
    if no reply
    Second day - Friendly reminder about the payment
    if still no reply
    Third day - Contacting Ebay/leaving neg feedback - relisting an item

    This guy is in Ireland and has 100% feedback. He was all there during the bidding by sniping at the last moment but now that he has won both my auctions he is no where to be seen.

    Make sure you open a non payment dispute (not sure of the exact name of it) so you can claim back your fees.
    I think there is a few days you have to wait before you can open it.
