    Its on a group scheme

Around here, group schemes in the past had a standing annual charge and the owner usually paid it and it was included in the rent. But it will have to be agreed in the lease agreement.

Nowadays, the group schemes are metered and you are charged by what you use instead of a standing charge. This is always paid by the tenant around here.

    Thanks Reilig

most schemes still have a annual standing charge on a connection even if they have a meter, you then pay for what you use on top of this again

my existing lease is up for renewal and the owner wants me to pay this charge from now on, even though i havent had to pay it before

we'll have to come to some agreement

We let lots of ground (Auctioneers) and this can be a source of argument to many, unless clearly defined.
We would ALWAYS make the tenant responsible for a metered supply. That way it is not abused.
Standing charge is different and normally by agreement at the start of the letting as to who pays it. 50-50 either way in practice.

you should just pay for the water used the owner gets enough money for the grass to pay the standing charge

We've a farm rented - long term I might add. It was rented on agreement that services are included (water/electricity for fence)

I have never paid for water, but then none of the land feeds cattle on say ad-lib meals and there is usually a proportion of the land in crops. I would steer well clear of land getting water from a meter. too many horror stories

Land I rented a few weeks ago has no water :D

Had to bring up the pasture pump and run the pipe 100m along the public road to the nearest river. Just covered it over with a bit of grass. Everyone is happy! ;)

We're not that lucky in this part of the country. We have to trim our own hedges. Council sends out a letter to you at the start of hedgecutting season as a little reminder.

Councils claim the new household charges and sepric tank charges, are necessary to fund local services etc.
Instead of moaning and groaning about not paying, I guess the next step is to have the IFA etc, demand that the council cut all the roadside hedges, not just the ones on main roads, and outskirts of towns and villages.
