Serious delays are reported after vandalism in the form of cable theft from signaling systems near sallins. Services into and out of Houston are currently experiencing delays of 40-60 minutes

Since when did IR go to Texas? Have to look into that, may well be a way for them to deal with their current problems.

It will keep happening until the scrap dealers who buy the stolen metals etc are shut down and jailed.

IE need to accelerate the rollout of marked cable but definitely additional regulation of scrap (if it's cable must show photo id, must be logged for x days) a good idea.

There is a trial going on in the UK of cheap signalling using RFID tags and commercial GSM equipment (PDF) intended for lightly used lines currently manually signalled but also being proposed as an emergency backup for such situations as well as the one on the Galway line where a lightning strike took out signals. Might be speed limited in the context of a complex system like Heuston approach but at least trains would move.

Marked cabling means nothing when some boyoh backs the 2012 van up to the scrap dealer and rolls out half a ton of copper melted into a ball.
