When does a Phd program starts? Can you start it all year round or just like all other courses in Sep? and what about the application deadline ? " i am thinking of health informatics if that's of any help"

Generally PhD programs begin in September or October depending on the university. In some cases January entry is also possible but this is relatively unusual due to the way funding applications have to be done in advance.

Basically entry is usually September/October unless the department you are applying to allows January entry (which as I said is very unusual).

Well to be honest, that's a lot better in a way. The closing deadline for a lot of funding opportunities is usually the January/February prior to that September. For example if you wanted to apply for funding for your PhD for September 2013 you would have to have your proposal for your research ready to go and submitted to the funding agencies by January/February 2013.

As I said there may be the possibility to begin your PhD in your department in January 2013 (I don't know the department's regulations) but it would be far less likely to come with funding.

I know the School of Sociology do September, January, and April starts for Ph.D. students, you should check the relevant school's site to see if that is the case with them.
