Hard to understand speedtest.net grading system

I regularly check the speed of my connection using speedtest. net and find their grading system a bit peculiar. For example , these 2 tests both get a Grade D- even though I would consider the 2nd one to be far better than the 1st one. http://www.speedtest.net/result/2147807141.png…

No big deal really, just wondering why they would consider both of these to merit the same grading.

The upload speed features heavily in the calculations and in the test with the low download speed the upload is quite good hence both the same grading.
