Head lights not working on TS115. I have tried swapping around some fuses but it made no difference.
    All other lights working.
    Any experts out there?

Check the bulbs themselves make sure they are not blown it is possible to have both blown together.
After that check the fuse. If that fails you then need to investigate with a multimeter. See if the bulbs are getting power, if not then check back along the connectors generally the connectors form the weakest link in the electrical system.
Have you done any new electrical work on the tractor lately? New radio/spot lights etc ??

    Thanks Greeco.
    No new work done lately.
Will try the bulbs first. I changed the fuse but no luck.

As the man said, start with eliminating the simple and work towards the complex when troubleshooting wiring but it applies to anything.
Confirm the +power circuit and the -negative / earth & straps.
Use of a multimeter is helpful of course but failing that a test light with the croc-clip end attached to a CONFIRMED or known good ground works too.
<< NOTE I mean by this, test light OK for analogue or basic circuits like light bulbs - do not use test light probe for ECU's MicroP's and such advanced circuitry on car, truck, bus, yellow line or tractors>>

Try not pierce wire insulation with those needle points test lights - it only sets up moisture ingress leading to corrosion and problems for future. Check continuity at plugs/ junctions and terminals as much as possible.
Do you have the diagrams to help trace the circuit ? Schematics help in understanding logic but Wiring shows the actual layout.

Theres a brown relay in the fuse box alongside a good few other relays, that could be your bother.
