Insurance companies forcing you to buy most expensive policy

When my boyfriend opened up his own business in October 2011 he went about getting insurance. Before engaging the services of a broker through a friend of mine, he was quoted only the most expensive comprehensive policy by three different insurance companies, who were insistent that if he wanted to take out a policy with them that his only option was to take out a comprehensive policy at a cost of a few thousand. In the end he managed to secure a suitable policy for his needs for under €1,000.

Unfortunately, I now find myself in a similar position. My current insurance policy is TPFT and the bike value is €5,000. I have recently bought a new bike and have been looking at insurance options. Unfortunately due to my age and the fact that I only have my provisional licence I am limited to one motorbike insurance company, Liberty. Liberty are insistent that I take out Fully Comprehensive insurance at a much higher cost to myself. The only difference between the new bike and the old bike is the value, the new bike is worth over €12,000 approx.

Is it legal for them to force me to take out their most expensive insurance policy? Shouldn't how much cover I want on my bike be my choice?

I would imagine that they can insist on pretty much anything they want tbh, once they're not discriminating then I don't see how it's illegal.

They have a new "Talk to" forum on Boards now, maybe a mod would move this there?
