Is it possible to take action against the county council if you had a crash? It happened as I was pulling out onto a main road but due to the overgrowth of trees/bushes I had to creep out onto the road to see if there was traffic coming my way from the right (I could see everything to the left). As it turns out there was and he slapped into the side of me and I am now up sh*t creek without a paddle. Both cars will be written off I would think as the damage is pretty bad but luckily there were no injuries.

Thanks for any help/advice aswell :)
