    I got a new bike a few weeks ago, very happy with it.

    I'm getting accustomed to the gear set up (Tiagra).

    On the rear cassette there are 9 cogs but try as I may, I can not shift to the smallest two. They have a slightly different appearance to the others (see pic).

    Am I correct to say that the gears just need some tuning up to allow this shift?

    There are no other related gear issues, other than the fact that after double-clicking the shifter is sometimes needs and extra nudge to drop into gear.

    yes, an adjustment should sort them out. bring it back to the shop you bought it in.
