High Nelly Frame Spraying

Does anyone know a good paintsprayer who can spray and apply decals to a high nelly frame. Frame has been sandblaster and primed but dont have facility to do the spraying.

Don't know if this guy does resprays but specializes in vintage restorations (I'm ashamed to admit I saw him Nationwide one evening.....)
