1998 would have been the latest I read it.
I believe there were at least 5 books (maybe up to 12 or higher).

The books were those standard "hardback" ones that you'd see in primary school, so the small ones but not traditional hardback, they'd be easy to tear apart for a child.

Anyway: the first book had a picture of a girl (a wooden doll/dummy) on it, sitting on a window ledge and I believe her legs were on the ledge also, she was looking outside the window.
She was either in a tower (or looking at a tower could be a clocktower)

Now all I remember from it is the following (this is over a series of books):
the girl came to life, I'm not sure how. She also had at least one "brother" (he was introduced later on in the series I think) and I think it was the 10th) book (I remember the number 10 or 11) and I think the 10th or 11th book had something about them trying to find the "maker" or a wizard who crated them. They didn't know they're names untill around the 10th book or so.

Also, in the 10th or 11th book, they were afraid to go into water because they were wooden. At least the girl was. Her brother could have been another material.

I know it's absolutely nothing to go on but any help would be helpful.

hi , this is a long shot because it reminds me of the description of a classic childrens book by an American writer Rachel Field . The book was called Hitty (I think ). Apologies for the vague reply . I have never read the book or books . just heard and read about it when i was looking for something else . I hope this helps .
