Why do most of the S/Catering apts attached to Hotels not supply a Hob to cook?

I've booked a few self catering mews/apts attached to 5* Hotels in Ireland and while they general have a kitchen with a Kettle, toaster & Microwave, the option to cook on a hob is excluded:mad: Is this done for some insurance reason? or is it done merely to entice you to spend more money in the hotel on hot cooked food?
