Buying car that hasn't been taxed in 2 years

So I got a cartell report on a car that I'm looking at buying. It says the tax expired in Nov 2010. The service book shows the mileage when it was serviced in August 2010. It was last serviced in January this year and the mileage is 3000 higher than the Nov 2010 figure. Should I be concerned that the car may have been off road for nearly 2 years?
