Tricolour raised on Dalkey Island

I notice that someone has raised a tricolour on top of the Martello Tower. Is this the work of the council or just some random patriot? Is the Martello tower still open to the public? It's been about 15 years since I was on the island.

Probably the heritage crowd. They were doing tours of various heritage sites around dalkey.
