First of all, what course will you be doing? Is the reason you're looking for a smart pen because you're doing an art course? I only ask becasue you might have to run photoshop or similar in the future, or something like a bigger screen migt come in handy. If it was me, I'd be waiting a month or two for Windows 8 to be released.

This Acer should fit your bill, even if you want to upgrade to 8 GB RAM.

If you can stretch your budget by another 100 yoyos, I'd recommend this Tosh.

If you buy a laptop now you can upgrade to Windows 8 for 15 Euro or so... if you really feel the need for Windows 8, that is. ;)

For a laptop that does not have touchscreen (which is all laptops, as ones with touchscreens are called tablets) I would be avoiding windows 8 for now, have been beta testing it since first beta was released and whilst its nice and pretty to look at, the lack of start menu etc gets very annoying very quickly.

Personally I see windows 8 being a flop in the desktop/laptop sector

You'll save the 15 Euro for the upgrade. :D
