Issue with dimmable fluorescent lights.

I installed 3 rows of T5 Fluorescent 1.10v dimmable lights in a large poultry shed.
3 rows of 17 lights totaling 51 fittings. It was wired with 7 core 1.5mm cable, and 1 x ilux dimmer with a Philips interface to boost the signal, was used.
All was working fine for 14 weeks and then there was an issue.
When the lights were dimmed some lights stayed at 100% for a period of time. Each time the lights were dimmed, different lights were effected and for differing lengths of time.

Has anyone else come across this and any ideas on a possible solution?
